Mueller did not exonerate Trump and made it clear here in this speech that it was outside of his mandate given to him to indict a sitting President. He would instead leave that up to Congress.
Note how he clearly says that if he would have found conclusive evidence that Trump had not committed a crime he would have concluded so in his report but of course he could not because Trump did.
